Consumer Directed Personal Assistance Program (CDPAP) Services Transition

IMPORTANT UPDATE: New York State Department of Health has provided new information on the Consumer Directed Personal Assistance Program (CDPAP) transition to Public Partnerships LLC (PPL). This update may affect members in Medicaid Managed Care, HealthierLife (HARP), Fidelis Care at Home, Wellcare Fidelis Dual Plus (MAP), and Wellcare Fidelis Dual Access who receive CDPAP services. 

Members may have an opportunity to request that their aide be paid through their former fiscal intermediary until both the member and aide are fully registered with PPL if any of the following apply:

  • Member is not fully registered with PPL
  • Member's CDPAP aide is not fully registered
  • Member's CDPAP aide is not currently clocking in time with PPL
  • Members seeking to make this change should contact Fidelis Care at 1-888-FIDELIS (1-888-343-3547). TTY users may call 711. Requests can not be made by fiscal intermediaries on behalf of a member.

    As a reminder, all members must register with PPL by May 15, 2025. All CDPAP aides must register by June 6, 2025.

    Members and aides who are fully registered do not need to do anything.


    Ensure your caregiver gets paid for CDPAP services

    Members and their caregivers must register with PPL through one of the following options:

    1. Call PPL’s support center at 1-833-247-5346 or TTY: 1-833-204-9042. A PPL team member will help you complete the process  
    2. Self-register through PPL@Home by going to PPL’s website at pplfirst.com/cdpap 
    3. Work with PPL or another approved CDPAP facilitator, including Independent Living Centers (ILCs), who can guide you through the process. A list of Department of Health-approved CDPAP facilitators can be found here: CDPAP Facilitators | PPL First 

    There is no cost to register with PPL. You will need to provide information about your address, contact information, date of birth, Medicaid number, and information about your caregiver. You will not need to provide bank account or credit card information over the phone.

    Avoid an interruption in your services. Contact PPL as soon as possible. If you and your personal assistant have already registered with PPL, you are ready to continue CDPAP services.  

     
    Members who receive Personal Care Services through a home care agency are not affected by this change and do not need to take any action.
